These are my Axioms of Law: The Law is the Will of the People; If the Law does not serve the People, it is not Law; If the average person cannot understand a Law, that Law does not apply to the People; The Law is just a guideline, it can only be enforced or rejected by a Jury of the People; The Intent of the Law is infinitely more important than the Letter of the Law; and finally, It is not the right of any law to arbitrarily confiscate the property of, criminalize, or fine the People. If no harm has been done to a person, persons, or property, or would be the obvious result of an action, it has no jurisdiction.
Legal Reform
Texas Governor has more influence ability than actual power, but Law Enforcement is directly under the Governor's authority. As your new Governor, I will work to bring some sensibility and Justice back to Law.
Texas needs to streamline its laws by removing outdated or archaic laws that no longer apply (laws are rarely removed, they just enforcing them), and simplify the language of the law so the people can understand the very law that applies to them. "Ignorance of the law is no excuse", but it is not ignorance when the law is written precisely to obscure its true meaning. When the Jury needs the District Attorney, Judge, or Defense Lawyer to explain the law to them, how can they be expected to administer the Justice that we as citizen's believe our court system is actually designed to do? When the Law is written, so that the common man is no longer able to understand it, we are at the mercy of the attorneys for our defense.

When certain laws are no longer of importance to our system, or the people are perceived as simply an income stream, you have little chance of getting an attorney to represent your case, or a court to try to administer justice. I have personally been a victim of this very thing. The law is not a tool of our elected Public Servants to use to fleece the people, they are not there to terrorize or control the people. The law must serve the cause of Justice, for Law without Justice is Oppression.

We must not only allow, but demand, that there is always Civilian oversight to every Legal, Judicial, and Enforcement entity at every level. During the Mayor Lee Brown regime in Houston, the public was beginning to have a problem with some the actions of the Houston Police Department. There was a cry for a Civilian Review Board, but Mayor Brown said Houston didn't need it and he wouldn't allow it to happen. I'm not sure how a servant can tell his master, "No" and I'm thinking that wasn't even within his power or authority, yet we still do not have that Board in Houston. What I do not understand, after reading the US Constitution and the ideas behind the People's Rule, is how there is not an unbiased, public oversight organization for every single agency, office, department, and committee that is paid for by the People. As Governor, I will hope that the public will remedy this situation, and I will exert every ounce of my influence to make it so. Not just to keep the Public Servants honest and hard working, but to keep the People aware and involved.
Every government employee at any level should always be aware that they are servants to the people. They exist by the grace of the people and they are paid by the people. They should always be courteous, helpful, and very proficient at their job. Unlike radio talk show hosts, I find it absolutely deplorable that we accept the incompetence of our public servants. The legal system can actually ruin lives when administered improperly. It should be held to a higher standard than most other governmental entities, and it must always be kept under severe scrutiny and absolute accountability.
