Employment

  1.  Create a State workforce that employs all unemployed Texans
  2.  Utilize anyone on assistance that is capable of working, from stay-at-home Moms, physically and mentally handicapped, and prisoners, as to their ability to perform
  3. Make it  virtually "Revenue Neutral" by paying in Texas Money (Script)
  4.  This will make Texas completely employed, virtually no poor, and reduce crime and abuse due to a new sense of accomplishment

C.C.C. - Civilian Conservation Corps 

In addition to their work duties, the men also received training for their social development and education. Five objectives were set for the men: elimination of illiteracy, development of a respect for and a responsibility to superiors, development of social relationship skills, development of good behavior, and learning the methods of securing a job. Basic reading, writing and math skills were taught along with specialized trades in areas such as forestry, bookkeeping, mechanical drafting, agriculture and business.
 
The work was hard and demanding and much of the legacy of that work is with us today. While they were in the area these men constructed the earthen dam at Herrington Manor, Herrington Lake, 10 log cabins, a water sewage system, bath house reservoir, and a pavilion at Swallow Falls. Despite the rigors of their CCC days, most veterans of the "Tree Army" looked back on those days as a positive, character building time of their lives. One Western Maryland veteran said "...I firmly believe the CCC's were the second best experience of my life. My wife was the first."

 Employment

There are a lot of things that need to be solved in both Texas and America, employment and Public Works Projects are two very important ones.  I propose that we create a Texas State Workforce to handle the necessary labor for these and other projects that serve the people.  I believe that anything that affects all the people, should belong to
the people.  This cannot be done by private companies, they would retain ownership, retain some or all control, and set their own wages and prices.  We can seriously reduce the expense of the many projects that will be done by the TSW on payroll, state managers don't make as much as their civilian counterparts, and, the TSW would not pay bonuses.
 
If we work for the people, then we are actually working for ourselves, so it should be expected that we do the best work for the cheapest price, ultimately, the money we pay out, is the money we payed in.  A private company is worried about its own money and its investors profit.  The TSW is not out to turn a profit, it is for the employment of the citizen and the completion of Public Works projects that benefit every Texan, most notably the Texas Power Grid and the Transportation Texas Project.  It will boost the economy, lower the bills for every Texan, and reduce the costs on all items that are shipped or transported.  Imagine that 10 years from now you have no light bill, no fuel cost, and no auto insurance payment, that alone today, would save Texans a total of $109 bill/year.

Every Democrat that is backing the Health Reform Bill is touting that it's "revenue neutral", in other words, it will pay for itself and cost Taxpayers nothing.  In the final analysis, that has been proved to be false, even Obama has said it will have a hefty price tag.  The TSW will be virtually "revenue neutral", it will also recoup all costs and within a few years of completion, will turn a profit.
 
The TSW will build "Work Communities" by modifying existing towns and constructing new ones, from the ground up.  All new builds will be constructed from the best quality products that must come from sustainable resources; i.e.; Space Shuttle tiles for insulation and Hardi Plank.  The work communities will build every business and service that they will need, which in turn will be staffed by TSW workers.  As Texas will be footing the original bill for all of these projects in both materials and labor, the businesses will belong to the State (People).
 
Many projects that America has done, usually on foreign soil, it has paid in Script.  Script is like money but can only be spent at certain places and is not transferable to cash.  The TSW will pay for the labor in Script, which in turn the people will use to pay rent, bills, and shop.  The Script will only be accepted by TSW businesses and service providers.  That means that virtually all the money paid out will be paid right back in, Revenue Neutral.
 
A system will need to be worked out, so that workers going on vacation, handling emergencies off camp, and depositing some into savings, can transfer some of the Script to cash.  When the projects are finished, we will also have to insure that all of the TSW workers have a house, some savings for their family needs, and further employment, all of these are easily solved incidentals.

The CCC became one of the more popular New Deal programs among the general public, providing economic relief, rehabilitation and training for a total of 3 million men. The CCC also provided a comprehensive work program that combined conservation, renewal, awareness and appreciation of the nation's natural resources.
 
The "Act for the relief of unemployment through performance of useful public works and other purposes" was signed into law by him on 31 March 1933.
 
E-Corps

Established during 1995 Environmental Corps (E-Corps) is an American YouthWorks program which allows youth, ages 17 to 28, to contribute to the restoration and preservation of parks and public lands in Texas. The only conservation corps in Texas, E-Corps is a 501(c)3 non profit corporation based in Austin, Texas, which serves the entire state. Their work ranges from disaster relief to trail building to habitat restoration.  E-Corps has done projects in national, state and city parks.
 
Colossal Cave Mountain Park

One of the most successful New Deal programs of the Great Depression, it existed less than ten years, but left a legacy of strong, handsome roads, bridges, and buildings throughout the United States.
Colossal Cave Mountain Park owes an enormous debt to the Civilian Conservation Corps for its handsome headquarters buildings, to say nothing of the installation of the lighting, walkways, and handrails in the Cave. The CCC also laid out the Park roads and built restrooms in the Park...as well as the Ramada in La Selvilla picnic area.

California Conservation Corps

The California Conservation Corps is the largest program of its kind in the country. Created in 1976, it's modeled after the 1930s Civilian Conservation Corps.  The CCC program matches up California's young people and its natural resources, benefiting both.  The CCC is a cost-effective labor force, working for more than 250 local, state and federal agencies each year. Crews tackle more than 900 projects and generate more than $26 million annually for the CCC.  The Corps has provided more than 9.3 million hours of emergency response on nearly every major natural disaster since 1976. Crews can be dispatched within hours anywhere in the state.  All corpsmembers advance their education in the CCC. In the last three years, more than 4,000 corpsmembers worked to complete their high school diplomas. The CCC also offers two different scholarships for use after the CCC.
